Production.Product not populated correctly

description

There is a mismatch between the RowIds for the records inserted in the SQL Azure database (federations) and the regular sql 2012 OLTP database.
For e.g. in the SQL 2012 OLTP database the rowIds are not sequential and rowid of the record at row # 276 is 771, whereas the rowId of the Production.Product table for row#276 is also 276
 
This causes a mismatch when trying to get related records from Production.ProductProductPhoto table since no record exists for ProductId = 276
 
Can some one help in suggesting what is the right way to populate the AdventureWorks database on SQL Azure Federations???
